Holland Conservation Commission

Minutes of Commission meeting held on July 24, 2012.

7:00 p.m.  The meeting was called to order.  Present were: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett, Marianne Martone and James Wettlaufer.  Absent: Neal Byrne.

The minutes of July 10, 2012 were read and accepted and will be distributed.

We received notification that on the corner of Kimball Hill and Island Rd. that Mike Matte cut down three (3) enormous pine trees.  A bobcat was clearing away the debris and exposed a large area of dirt adjacent to the stream where no siltation barrier was in place.  Also, Nathan Gumlaw reported that more trees and brush were removed along Maybrook at 90 May Brook Rd.  Nathan Gumlaw will write a letter to both informing them that any work being performed within the buffer zone (200 ft.) of a river must be presented to the Conservation Commission before work begins – we meet every 2nd and 4th Tuesday of the month at 7:30 p.m. and they should present their plans at that time.

We received from Thomas Sargent a Request for Certificate of Compliance for his DEP Project #184-0269 at 25 Hamilton Dr.  A site visit will be done.

Members signed the Order of Conditions for Milton and Patricia Natusch, of 19 Lakeridge Dr., DEP File #184-0279 to repair a septic system.

Marianne Martone proposed creating a “Ledger” comprised of columns to record information acquired from transactions that are neither a NOI nor a RDA such as phone calls with concerns; notifications from other sources of possible DEP violations; and the manner in which the Board dealt with the issue.

7:30 p.m.  The continued Public Hearing of a Notice of Intent for Robin and Donald Wilson, DEP File #184-0281 to renovate their home at 57 Mashapaug Rd. was held.  No abutters came.  They presented their improved plot plan and a narrative explaining how they are to improve the “Degraded Areas” and completed No. 3 of the “Proposed Template”.  James Wettlaufer made a motion to accept the project.  Seconded by Marianne Martone and all were in favor of closing the Hearing at 7:45 p.m.

8:00 p.m.  The Hearing of an Abbreviated Notice of Intent for Kathleen Hunt and Michael Ford of 225 Mashapaug Rd. and Tracy and William Libretto of 221 Mashapaug Rd. was postponed because we did not receive a DEP File No. from the Springfield, MA DEP because the petitioners sent their form to the Boston DEP.  The Hearing is tentatively scheduled for August 14, 2012 at 7:30 p.m.

The meeting was adjourned at 8:05 p.m.
